Bulk Create is a seriously wrong copy of CSV Import

      Summary

      Bulk Create and CSV Import are 2 different features:

      • CSV Import is meant for JIRA admins and an admin can use it to import almost everything without restriction
      • Bulk Create is meant for non-JIRA admins and only new issues can be created in bulk, respecting what can be done using the Create button in the GUI

      In brief:

      Bulk Create CSV Import
      • Only new issues can be imported
      • Existing issues can't be updated
      • Only fields available on Create Issue screen can be mapped (Parent/Sub-task link is supported)
      • New entities can't be created if not exists e.g. project, users, custom fields
        • Default values will be used where applicable e.g. issue types, priorities
      • Attachments, Comments, Work Logs can't be imported
      • New issues can be imported
      • Existing issues can be updated
      • All system/custom fields can be mapped
      • New entities/values can be created if not exists e.g. project, users, custom fields, issue types, priorities
      • Attachments, Comments, Work Logs can be imported

      Problem

      The doc for Creating issues using the CSV importer (Bulk Create) contains everything that can be done with Importing data from CSV (CSV Import) e.g.:

      • Attachments, Comments, Work Logs can be imported
      • New users and custom fields can be created if not exists

      The doc must be fixed to clearly differentiate between the 2 features.
