As a user, when I paste a link after mentioning a user the format is changed in visual mode

Summary

When @mentioning a user and then typing, followed by pasted text, the visual editor changes the order - causing the pasted text to appear immediately after the @mention instead of the correct location.

Steps to Reproduce

1. Using the 'Visual' comment section, type some text
2. @mention a user and select them
3. Type a word or two
4. Paste some copied text (or a url)

Expected Results

The text should appear as text, @mention, text, pasted text.

Actual Results

The text appears as text, @mention, pasted text, text

Workaround

Use Text mode or edit the text after pasting.
