we are experiencing a similar issue as reported here: https://jira.atlassian.com/browse/JRASERVER-66724

While importing a xml backup, Jira is still available to all users - which has never been like that before. We are not completly sure, but maybe it happened for the first time after we did upgrade to 7.6.4.

Have there been any changes related to this unwanted beaviour?

It is really annoying, having users trying to work on instances, which are currently restored from a backup and not at all ready to be used.

I'd have preferred reporting this issue as a "Bug", but it told me, that I am missing the "Assign Issue" permissions.
