Not able to input UNICODE characters into issue description on Windows

      Summary

      It is not possible to input UNICODE characters into issue description on Windows while Linux and Mac OSX have no problem inserting the same string.

      Here is the string saved in a file: unicode_string.txt

      Environment

      Affecting Windows only.

      Steps to Reproduce

      1. Create or edit the issue description of an issue.
      2. Paste the string into the issue description.

      Expected Results

      The issue description is inputted normally as usual.

      Actual Results

      You will notice that either JIRA will be loading non-stop or the input of the string will be simply ignored and revert back to the previous issue description.

      Notes

      Please note that this is happening to issue description, the issue comment has no problem.

      Workaround

      Paste it in a text editor and explicitly save it to UTF-8 encoding, now you should able to input the string by copy and paste it into the issue description.
