Users who try to import new Components using "Import issues from CSV" option, get the message that component don't exist and can't be imported:

Currently, Components can be only imported using External System Import (as per the documentation: How to bulk import Components into JIRA).

This makes users without administration privileges unable to import Components into JIRA system.

It would be great if this functionality would work using "Import Issues from CSV" module, because users without admin privileges would able to do it then.
