As JIRA user and administrator, I want the user picker field to work in such a way that only users who have permission to be assigned an issue in the current project to be allowed for selection/visible.

Expected/Desired Result: We would expect and want to only see users who could be assigned to the issue within the user picker.

Actual Result: All users in directory are shown in the user picker.
