Problem

The Label field (both system and any custom field of Label type) is showing as a select list cascading type.

Steps to Reproduce

1. Add the Label field on the issue create/view/edit screen(s).
2. View the issue using Chrome browser.

Expected behavior

The Label field will be displayed like this

Actual behavior

Environment

• Specifically happens in Window OS
• Affects Chrome 66 and 67 (Windows)
• Works fine in Chrome 67 (Linux) and Mac OS Chrome 66.
• Works fine in Firefox (Windows environment)
