Changing delimiter to anything different that , is not escaping fields properly in CSV export

To reproduce: 

• Create issue with ^ in summary 
• Search for this issue 
• Export issues to CSV using ^ as delimiter

Summary field should be escaped with "" but it is not. It is only escaped when is inside the field.
