Quick search with multibyte keyword doesn't suggest any candidate of issues

Summary

Quick search with multibyte keyword didn't work as Japanese customers expected.

Steps to Reproduce

1. Confirm if Indexing Language is set to JIRA's default (English - Moderate Stemming)
2. Create a project which is called "あいうえお"
3. Create an issue whose summary is "あいうえお"
4. Input a keyword "あいうえお" in Quick search field

Expected Results

The issue should be suggested in Quick search as the candidate.

Actual Results

Quick search didn't suggest any candidate of issues with keywords like "あいうえお" and "No results." error was shown.
On the other hand, the project "あいうえお" was suggested as expected with keywords like "あいうえお".

Notes

Even though, the expected issues are not suggested in Quick search, pressing Return / Enter key in Quick search and you can see the issues in the issue navigator.
It means that the following JQL filters out the issues as expected despite this problem.

text ~ "あいうえお"

Workaround

Press Return / Enter key to perform the search in issue navigator.
