Problem Definition
JIRA does not have a function to configure the default Project Avatar. It will be useful to have this feature as some users would prefer to use their own custom logo as the default Project Avatar which would be applied to all newly created projects.
Suggested Solution
Add in the configuration option to set the logo for default Project Avatar
Workaround
Replace the 'Default.svg' file in the <JIRA_INSTALL>/atlassian-jira/WEB-INF/classes/avatars directory with the desired logo. However, this workaround is not able to change the Project Avatar at the project sidebar:
To change the Project Avatar at the project sidebar, users will need to manually change to the desired logo at Project Settings > Details page for each of the projects.
