Enable the Bulk Import and Updating of Issues via CSV for non-System Admin users

      We've had a number of users across our organisation request the ability to import/bulk create issues via a CSV import - this is a great way to not only onboard new teams but also empower them to take ownership of the backlog creation and refinement in a Jira project.

      Currently the only way to import/create issues in bulk is through the Global Administrators, but this task is becoming much more regular for teams whether creating a whole new collection of issues, or updating a number of them.

      Having users wait for a System Admin to action such a task is a blocker for many teams so limiting this functionality is just plain restrictive.

      Offering this functionality via a project admin or permission scheme would be a much more practical way to manage these tasks
