Missing attachment icon in Create Issue page in JIRA with German as default language

      Summary

      When German (Deutsch) is set as the Default Language, the Attachment icon goes missing in the Issue Create screen. Tested on both JIRA 7.8.0 and 7.9.0.

      Expected Results

      Everything is translated with icons are all available (Left picture)

      Actual Results

      Everything is translated but the Attachment icon is missing (Right picture)

      Workaround

      Change the Default Language to English to have the icon
