      It would be nice if there was a way to update the Announcement Banner without having to run queries in the database or update through the UI

            Yes! 

            When a typo happens, it could bring Jira, also the Announcement Banner page down, leaving us unable to change it back!

            Yes this would help avoid typos when changing the Announcement Banner that can bring Jira down!
