Steps to reproduce

1. Go to Jira Administration -> System -> Look and Feel
2. Change the Header Background Color to a different color (e.g. Green) from the default one
3. Refresh the page to ensure the top navigation bar's background color is updated
4. Go to Jira Administration -> Latest upgrade report

Expected behavior

The background color of the top navigation bar remains the new color.

Actual behavior

The background color of the top navigation bar is reverted to the default color.

Note

Only the Latest upgrade report page is affected. The new color is respected everywhere else.
