A user of my JIRA installation was looking to be able to search issues having votes. The two work arounds I presented were to view the Popular Issues for the project in question, or to use a filter and add Votes to the Issue Navigator and sort. That being said, it would still be nice to be able to create a filter for issues that had, for example, greater than 2 votes.
