Uniform process flow for issue creation

      Description

      Currently, there are two distinct process flow when creating issue from the "Create" button.

      1. Popup
        This happens when left clicking on "Create" from any non-administration page in JIRA.
      2. 2-page process whereby the first page only has option for Project and Issue Type
        This happens when left clicking on "Create" from administration page in JIRA, or, when right-click and open new tab is selected.

      Suggestion

      Streamline the flow to be uniform. It is recommended to use the popup option as it is more convenient to use a 1-page form instead of 2-page form
