Select groups/users for issue level security at issue creation time

Currently, users will have to create a new Security Level for each group / user. Many people seems have this problem, especially those who uses groups to categorize clients etc.

It would be great to have a "Dynamic Group" security level or some such that would allow users to input the group that this issue can be visible to.
