Summary
Import from Redmine, did not stop notification for inactive users
Environment
- Redmine 2.5.2
- JIRA 7.8.1
Steps to Reproduce
- Import data from Redmine using External System Import.
- All the users from Redmine was supposed to be set as inactive.

All of them imported as *inactive*, this can be changed after import in User Access step.
- Go to the imported project, add a comment to the issue, Reporter from redmine is still get notification.
Expected Results
Redmine users are set to inactive in User management.
Actual Results
All the users from Redmine did not set as inactive.
Workaround
Set the Redmine users to inactive in User management manually will stop the notification.
