Description
Jira Service Desk does not provide customer notification on "Issue Updated Events"
Possible fix: Change the event triggered when an attachment is sent via email to be "Issue Commented" rather than "Issue Updated" or generate two events. It seems like all comments should generate "Issue Commented" events.
