Jira sometimes allows drag and drop attachment to comment box, and other times attaches file to case instead.

When within a comment box, you can drag and drop an attachment over to it in order to attach to the case. The issue here being the system seems to display two different behaviors. One where the attachments is added to the case and not the comment, and one where the attachment is added to the case and comment. You can see which behavior will occur based on the orange outline not appearing when hovering the attachments over the comment box, and the tooltip reads "move".

1. Create new issue
2. Select comment box
3. Click and drag an attachment into the comment box
   1. Observe if the orange border appears
      1. If not, the attachment will be added to the comment and case
      2. If it does, the attachment will be added to the case only
