      Problem Definition

      Currently it is only possible to update issues with CSV importer available in Jira's administration menus (External System Import -> CSV). Project Administrators are unable to import issues themselves and require the help of a Jira admin.

      Suggested Solution

      Allow Project Administrators to update existing issues from CSV import .
