Ability to switch between Text and Visual comments with a keyboard shortcut

No current keyboard shortcut to quickly switch between Visual and Text modes when writing a comment.

Provide ability to switch between Visual and Text commenting in Jira with a keyboard shortcut

Why this is important

• Making comments could be faster and more efficient!
• Improves accessibility. Keyboard shortcuts are easier to use for people with hand tremors, wrist injuries and other motor skill inhibitions than forcing them to use the mouse each time. Keyboard shortcuts are also essential for those with visual impairments and / or use screen readers.
