Change Paste License link on Versions and Licenses page

Current Behavior / Summary

JIRA application licenses are managed from the Versions & Licenses page. Admins working with licenses sometimes encounter errors.

A frequent error comes when an admin is updating their application for JIRA Software and/or JIRA Service Desk when they do not have a license for JIRA Core.

• JIRA Core presents a Paste License link and this link can be mistaken for the place where all licenses should be added.

Admin adds license and gets error:

The license could not be installed.

This license is not for the selected product.
Please make sure that the license is for the selected product and contact Support if the issue continues.

Suggested Change

Reduce likelihood of encountering the error described above.

• Could change to say "Paste JIRA Core License"
• Could remove this option and add license box and buttons similar to if a license were present (except the license would be empty or have placeholder)
  • Advantage would be that this would add consistency between the three applications
• Could add additional messaging to the JIRA Core section when it is unlicensed, making it more obvious that this is where the admin would add a JIRA Core license to "enable" or "activate" JIRA Core users (implying that it's a new thing, not the place to change an existing license)
