Confluence Links In JIRA does not display correct URL when logged out

Summary

This bug is related to JRASERVER-62850 - Update Confluence Links In JIRA Automatically Base On The New Applink Configurations

Steps to Reproduce

1. Create application link with new URL
2. Give the affected project a browse anyone group permission

Expected Results

1. Confluence links should be still showing one URL consistently

Actual Results

1. If the user is logged out but able to view the issue, the old Confluence link will be displayed
   
2. If the user is logged in the new Confluence link will be displayed.

1. The old confluence links are still visible in the entities.xml file :
   

Workaround

This issue can be solved by taking the steps at Application Link Issue When Moving JIRA and Confluence for now.
