Problem Definition

Admins may not want to give users permission to move issues to other projects, however, the users would need to move issue to other issue types with in the pproject. However, this is not possible as we have only one permission, move issue permission which controls both change.

Suggested Solution

Break down the move issue permission for change to other project and another for Issue Types.
