Manually update the team velocity for the version report predictability

When a new team start their work in Jira, or when the team members are changed, i want to be able to update the average velocity manually and see the version report according to the value I entered.

This can also be useful for what-if scenarios, so I can see if I have to add more people to the team in order to meet the version timeline.
