Summary

When trying to upload an empty file as an attachment for issue, an error message will prompt "No data was sent for <file-name>. The browser may not be able to read the file."

Expected Results

Able to upload the attachment

Actual Results

Cannot upload the attachment. Error message prompts

Workaround

Create zip file of the empty file, then upload as attachment (Technically file is not so empty anymore).
