Do not replicate caches to node that has problems receiving cache replication requests

      Add mechanism to Jira Data Center that would detect cache replication failures to particular node. In case such failures are detected the offending node is excluded from replication for certain period of time. After that period Jira will retry replication to that node if that fail backoff period should increase exponentially.
