Description
Summary
Installing fresh/clean version of JIRA with a new database says "You've just been upgraded".
Steps to Reproduce
- Download a new release of JIRA 7.5.1
- Create a new database
- Start up the instance with the newly created database
- Check the Welcome page
Expected Results
The Welcome message should not say "You've just been upgraded" as thats confusing for the users who might think they have completed the upgrade.
Actual Results
The Welcome message says "You've just been upgraded"
