Actual Vs Estimated filter are not being added to XML report URL

The minRatioLimit and maxRatioLimit request parameters are not being added to the XML (RSS) URL. This is causing the results returned in the "browser" version of the report to not match those of the xml version of the report.

1. Create a new search filter with the min and max values set
2. preview the results by pressing the "view >>" button
3. Take note of the number of issues returned
4. Select the "xml" link to open the RSS version of the report (note the url does not contain the ratio limit request parameters)
5. Observe: the issues are not being filtered based off the estimated vs actual entered in step 1

If you copy the URL and manually add the request parameters the report shows the correct results
