Offline Jira Re-index

      Currently, reindexing our server takes a very long time (45mins) - something which I know is being worked on.
      But even with this greatly reduced, it still means an outage for Jira - and reindexing during work-hours (if it needs to be done) is quite a problem.

      What would be very nice would be to be able to reindex "offline" - ie reindex in such a way that Jira access isnt affected.

      Perhaps create a whole new set of indexes in parallel then switch over?
