As a Jira Administrator I want to configure number of scheduler threads

      Problem Definition

      Currently scheduler pool size is hardcoded and has 4 scheduler threads (Caesium scheduler), in some cases those 4 threads are not enough to execute all tasks, eg: Mail handler, Automation jobs.

      Suggested Solution

      Add option to configure (increase) scheduler pool size.
