In JIRA 7.4 with language at German. Any file attachments with % in the name are not accessible after upload. Download link displays error 404.

Steps to Reproduce

1. Create an attachment that has % in the file name.
2. Upload the attachment to an issue.
3. Click on link to download and get the 404 error.
4. Step 2

Expected Results

Attachment should download.

Actual Results

Error 404 generated. Nothing in the logs.

Workaround

There is no work around.
