1. Create 2 projects in JIRA, project A and project B .
2. Create a Custom Fields, the custom field must be required in project B and not required in project A,
3. Create a issue in project A (a field of this issue should not be mandatory in creation) 
4. move issue to project B
5. in move wizard screen that mandatory filed is not available for selection.
6. but still issue can be move. 

Expected output:
mandatory filed should be available in move wizard screen 

Actual output:
mandatory field is not available in move wizard screen and issue can be move without any problem 

Special note:
this issue exists with a special field. some other mandatory fields are visible in move wizard.
