Problem
The warning will come up and once you go to the UI (seconds later) and look at the health checks, the check is passing. This is causing some false alerts and admins have decided to just turn off this check. For example: JRASERVER-61501
Looking at the code, it looks like the check is triggered when the latest issue in the database does not correlate with JQL order by updatedDate desc after a second of difference. In this case, the check fails for a few seconds and then passes, causing the admins to lose confidence in the tool.
Suggestion
Allow user to configure the time when this alert is triggered (e.g. 1 min instead of 1 sec)
