Problem.

Running simultaneously project re-index could be resource intensive and has a negative impact on performance. In large Enterprise environment (with multiple system administrators spread in multiple geos) it is near to impossible to prevent admins run simultaneous project index.

Suggestion.

Ideally, JIRA should provide monitoring for long-running (or resource intensive) tasks for the administrator group. Alternatively, admin should be prompted to acknowledge "project re-indexing already running on project A" before starting new project re-index.
