Problem

User with no groups or permissions is being seen as an "Assignable User".

Steps to Reproduce

• Create an user - do not add user to any groups or in any roles
• Modifying a permission scheme to have "Applicaton User - Any Logged in User"
  • Remove all other grants
• Notice that the Permission Helper still detects the user as assignable

Expected Results

User does not have access to JIRA and thus would not be shown as an assignable user

Workaround

• Remove "Applicaton User - Any Logged in User" from the Assignable Permission
• Add "Applicaton User - JIRA Software", "Applicaton User - JIRA Service Desk", etc.
