Add activeUsersCountForLicense cache population timeout

      Problem Definition

      Currently activeUsersCountForLicense cache can be populated for some time (see JRASERVER-64384). This will cause whole JIRA to stall, there is not visible indication of the problem.

      Suggested Solution

      Introduce 1 minute timeout for cache population and optionally async cache update.
