URL mixed with cyrillic / Arabic symbols not properly rendered in rich text editor

Summary

Paste URL mixed with cyrillic symbols into issue comment -
https://ru.wikipedia.org/wiki/Регистрационные_знаки_транспортных_средств_в_России.
Only part with latin symbols will be handled as URL.

Environment

JIRA 7.3.6
Windows 8.1
Chrome,IE 11 and Firefox.

Steps to Reproduce

• Install new vanilla instance of JIRA 7.3.6
• create a project and then create an issue in it.
• try to add a comment in the issue, use the Text tab to add it
• Paste any of the following URLs in the comment text tab and add it
  • https://ar.wikipedia.org/wiki/بوابة:مصر
  • https://ru.wikipedia.org/wiki/Регистрационные_знаки_транспортных_средств_в_России

Expected Results

JIRA should render the full URL as a link in the visual view.
Also the link should work pointing to the right page

Actual Results

Only Latin portion of the URL is rendered and the rest of the URL is not taken in.
The link points to a top level URL not to the right page intended.

Workaround

Copy the whole URL and paste into the browser, don't click the link.
