      Upgrade Task for an add-on is being executed multiple times after upgrading JIRA.

      Steps to Reproduce

      1. Upgrade from JIRA 6 to JIRA 7.0.0
      2. Upgrade to JIRA 7.3

      Expected Results

      UpgradeTask should be executed once.

      Actual Results

      UpgradeTask is executed after each JIRA restart causing data integrity issues.
