Quick Search should only search unresolved issues by default

    Description

      There are a number of reasons why users need to do a Quick Search:
      1. Search the database to see if an issue has already been reported.
      2. Try to find a particular unresolved issue that they want to update and/or work on.
      3. Try to find all related unresolved issues so that they can be fixed together.
      4. Search for a historical issue because it had interesting comments/details.

      I'm sure there are other use cases too, but I believe that in general most searches by most users want to be on unresolved issues. Without this the user ends up with a massive pile of historical issues for every search query, and these issues swamp the interesting ones. I find that every time I do a search I have to scroll through the list on the side to mark that I only want to search unresolved issues.

      I believe that Quick Search should be set up to search 'unresolved' issues only by default. I could see that some users might disagree, so this probably should be both a personal and a system-wide setting (where the personal one trumps the system one). Probably this should actually be specified as a filter so that the user can control other aspects (e.g. I only want Quick Search to search issues in the current release).

      An alternative to this would be to make it simpler to quickly switch a search to only searching unresolved issues. Currently it is a very tricky step as you have to scroll down to 'Matching resolutions' which is below the fold in the web page. Once you get there you have to scroll the very small list box to 'unresolved'. I think 'unresolved' is the single most useful filter to be able to specify, so it is a shame that it is so hard to find. Maybe it could be a check box at the top of the 'Edit' section: 'search unresolved issues only'.
