Description
**Summary
When using a screen reader, the labels should be read when tabbing through options, so that the visually impaired user is able to know what section they have tabbed to. This is a very common workflow for visually impaired users of JIRA.
Environment
JIRA being used with a screen reader, such as OSX VoiceReader, JAWS, or NVDA.
Steps to Reproduce
- Activate VoiceOver in OS X (⌘+F5).
- Create or edit an issue in JIRA.
- Tab through the fields to see if they are read out loud.
Expected Results
The field names will be read out loud.
Actual Results
The field names are not read out loud.
