In JIRA, it is not possible to import attachments via the Issues > Import from CSV option
We have multiple pieces of JIRA Core documentation that do not specify this from a user level:

We should update both of these as well as going back to old documentation in JIRA to note that you cannot import attachments from the Issues > Import from CSV option.

It's not the right issue for this, but we have found that the documentation is completely silent about how the admin who imports attachments in the target Jira instance gets the required access to attachments in the source Jira instance. We simply find failures in the log, but no clue as to what to do.
