Send an email to all (or selected) users from the admin menu

I've just created a bunch of users. Now I want to send them an email to explain them what I did and why I enrolled them in Jira and other project/company specific information about using the issue tracking system. Wouldn't it be nice to just be able to select all or a subset of the users I see in the user browser and then click to a button that will get me to an email compose window (can a mailto: URL contain more than one address ?) with all selected users as recipients ?
