JIRA Importers Plugin (JIM) to give the option to import users or not

When importing users into JIM from .csv files there is a use case for giving users the option to do something of the following:

• Import all those users, and put them into the jira-users group for example
• Import all those users, but have them as users who are not in any groups (not active and will not count towards the license count)
• Do not import users
