Allow users to specify "created" and "updated" values for Worklogs in JSON Importer

      This comes from JSON Importer Confluence page.

      User would like to specify "created" and "updated" value of worklogs. It may be hard to fix, because JIRA automatically sets this values to the current date. In my opinion this is probably Won't Fix, but it requires some further investigation.
