Steps to reproduce:

• Create a screen with two tabs: "Field Tab" and "Tab 2"
• Add custom fields to Tab 2.
• The second tab doesn't get reflected into the view issue screen and all fields appear on a single tab.

In order for the tabs to display, both tabs need a value on the custom field. If you have 2+ tabs, at least 2 tabs need to have a custom field populated with a value in order for it to display. 

Suggested Resolution

Show tabs as configured on the view issue screen, no matter if/how many tabs have custom fields populated with data.
