Scheme caches leaking memory

Schemes (permission, notification, workflow, etc) are cached using project GenericValue as key. Every time an issue is created project's counter field is incremented, making the project's GenericValue change. Hence the cache will have another entry added for the new project (with new counter field value). The old cached value is never removed.
