special characters in issue type description are not properly displayed

If the issue type description contains umlaut characters, they are not properly displayed in the "Create New Issue" dialog.

Try http://www.softwaretesting.de/jira-demo/secure/CreateIssue.jspa (login as "tester", "tester"), create a new bug and let the mouse hover over the Issue Type icon in step 2 of the create issue dialogs.
