As we are located in germany, many users have names and email-account-names, which use the german Umlaut-characters ä, ü, ö, ß.
When a user edits an issue and a notification email gets generated, it is sent with the name of his account as the sending email-adress name. If this name contains one of those Umlaut-characters, these characters are missing.
example
correct would be: Gerd Güldenast
jira uses : Gerd Gldenast
